Xinjiang Border Passes & Checkpoints: What Foreign Drivers Must Know

Parts of Xinjiang sit in international border zones, and a Xinjiang border pass is mandatory for the Pamir/Karakoram region. Misunderstanding this is the most common reason foreign travelers get turned back. This guide explains where passes apply, how to obtain them in Kashgar, and what to expect at checks.

Where a Border Pass Is Required

  • Pamir plateau / Tashkurgan County (south of Kashgar, including Karakul Lake and the Karakoram Highway).
  • Certain southern and western fringe areas near Kazakhstan, Kyrgyzstan, and Tajikistan borders.

Most of the north (Urumqi, Turpan, Ili, Kanas) does not require a special border pass for normal tourism.

How to Get the Pamir Border Permit

  1. Apply in Kashgar at the public security bureau’s entry-permit office (bring passport + visa/page).
  2. Some organized tours arrange it via the travel agency.
  3. Processing is usually same-day; confirm current rules on arrival.
  4. The permit names the areas you may enter — keep it with you.

At Checkpoints

Border-zone checks are routine. Our road trip safety guide covers conduct, but specifics:
Stop fully, window down, hands visible.
– Present passport + border permit + rental/vehicle docs together.
– Do not photograph military or checkpoint installations.
– Follow officer directions exactly; arguments get you nowhere.

Link to Driving Legality

A border pass is separate from your driving license for foreigners — you need both to self-drive the Pamir legally.

FAQ

Can I get the permit outside Kashgar?
Typically no — Kashgar is the hub for Pamir permits. Plan to obtain it there.

Does the permit allow crossing into Pakistan?
No. The KKH international crossing needs a Pakistan visa and separate border formalities.

What if I skip the pass?
You will be stopped before the Pamir and turned back. No exceptions at the gate.
